Pictures folder to Photos app

Hi there,

On my old operating system I stored and organized my pictures in the Pictures folder. On the new operating system (Sierra), how do I a) move them over to Photos while still maintaining order and b) save them to the cloud if I choose to leave them in the Pictures folder?
